Hello,

 

My wife is a US citizen and I am Spanish, we currently reside in Barcelona, Spain. And we wanted to start processing my permanent Green Card through the Embassy in Madrid.

 

I understand that you must apply for the I-130 form through the USCIS website, is this correct?

 

Or should you proceed by sending an email to the US Embassy in Madrid? Do you know which email address I can use?

It depends on how you're doing it. If eligible for DCF (only certain situations qualify for this i.e. your wife having a job offer in the US that necessitates her moving back quickly), then you apply via the US consulate. 

 

If you don't qualify for that, then you file the I-130 online. The consulate won't come in to the process until much further down the line, when you apply for your visa.
