Yes. Anyone visiting the Philippines from the US has to have a return ticket to be granted entry and the 30 day visitor visa. Without one she will be denied boarding most likely OR since US ticket agents aren't as stringent she might be allowed to board but be detained at immigration in the Philippines and denied entry.

Too much non-relevant info and not enough details.

 

First, being a member of the Alphabet Tribe has no bearing on whether she needs a return ticket.

 

Secondly, is she an American citizen?  

 

This would be simple:

 

If she is a returning green-carded Filipino, then no.

If she is an American (or non-Filipino), then yes.

If she is a former Filipino, then no (Balkbayan).

If you're Filipino and she is non-Filipino and you are traveling together, then no (Balikbayan)

 

That covers all the scenarios I could think of.

 

If she a crossdressing, gay, African-American, combat veteran with one leg and eye, the above still holds.

Just to be thorough, because the original question lacks important details. There IS a circumstance where a same sex spouse might be treated differently regarding onward ticket requirements in the Philippines.  Ordinarily, if a foreign spouse arrives in the Philippines traveling with there Filipino citizen spouse then they can avail Balikbayan privilege and would receive a one year entry stamp and would be exempt from onward ticket requirements.  However, since the Philippines does not recognize same sex marriage, presumably a same sex foreign spouse CANNOT avail Balikbayan privilege and therefore would not be exempt from onward ticket requirements.  In reality it is the airline that would settle that though, not Philippine immigration.  The airlines tend to be rather strict about onward or return tickets.  Philippine Immigration never checks.

  • October 08, 2021: Passports with visas delivered.  "Visas on hand"
  • October 08, 2021: Paid Immigrant Fee
  • October 12, 2021: Temporary CFO Certificates Received
  • October 26, 2021 POE arrival at LAX
  • November 02, 2021 Social Security Cards arrive in mail
  • January 31, 2022: USCIS Status changed to "Card Is Being Produced"
  • February 04, 2022: USCIS Status changed to "Card Was Mailed To Me"
  • February 07, 2022: Green cards received.

I didn't think of that scenario.  I reread and reinterpreted the phrase, "My lesbian wife...", and I now see what may have been asked.  If she is a spouse in a same-sex marriage, then, yeah, she would need an onward ticket if she arrived with her spouse for the reasons detailed above.

Here's what I found:

 

"Travelers must have a return ticket to their country of origin or an onward ticket to another destination outside the Philippines. This is to ensure that visitors do not overstay their visa-free or visa-limited duration."

But we had this experience way back my fiancé overstayed, we went to the Bureau of Immigration in Manila and paid the fee. He was also given an ACR.
