IS 29 Years of age DEPENDENT can be denied for F41 US visa

Hi just here for my cousin. She is very frustrated right now as she in scheduled to be interviewed on December 13. 
 

She is a dependent to her mother who is an applicant under F4 visa (sibling to sibling) 

 

she is not sure whether she will go for medical examination due to her age. 
 

will she be qualified to get a visa on her current age of 29 years old? 
 

priority date: May 2001

nvc approved : June 2020

interview : December 2024

She could always wait and have the medical after the interview if she wants to be sure she’ll be eligible for a visa first.
 

When was the I-130 approved and which country is she from?
