Upgrade I-130 from F2A to IR1

Can I or able to direct send request to USCIS for upgrade I-130 from F2A to IR1 after becoming US citizen even after I have legal representative or attorney for I-130 case? 
reason I want to send direct request is only because attorney is charging over $500 just to send request to upgrade status that I can do simply by sending directly to USCIS? Will USCIS accept my request or response to my request even after having attorney or USCIS only communicate with attorney because I have them on case?
