Greetings y’all am curious and I wish to know if a photo that meets all required specifications was used to apply for dv 2026 but the neck of the person is not fully visible because the shirt collars covered the neck. Can this in any way lead to the disqualification of that applicant??

A shirt collar shouldn't be an issue.  So long as the face is clear, there are no shadows, etc, it will be fine.

And just to help you out, I remember stressing over every minor detail as I went through the process.  Issues that I thought for sure would disqualify us.  Turned out, I was stressing over nothing.  The DV is a beast of a process, and it tests your last nerve multiple times.  Stay calm.  Stay the course.  And enjoy getting what I consider to be one of the best visas!
