Applied i130 and no reply since 13 months

I am US citizen and I have applied two separate cases of I 130 for my wife and minor child. 

I been 13 months now and I haven't received any reply from USCIS besides my receipt letter when I applied the case. 

It says that processing time is up to 15 months but my case is not opened yet. 

Is USCIS gonna another 15 months once they open the case?

Is my case seems normal in time frame wise?

If not what should I do?

Your case is in normal processes. It really takes at the moment the 15 moths…..maybe a little bit less.

you can try to speak with Emma over the Uscis side……at least you know than were your case stuck….
