1. No. Your nationality has no relevance.

2. Yes, just make sure you take proof of ties to Canada so you have them if questioned upon entry.

Just realised I should have said - your nationality is only possibly relevant if you were born somewhere else that has a separate category on the Visa Bulletin i.e. Mexico or Philippines. But Canadian citizenship makes no difference.

There are other faster options if speed is the issue. Most are work related.

 

Normal visits should not be an issue.

Thanks for your quick answer. So just to make sure I understand correctly. I would still be able to visit parents in USA without  visa while my F3 visa is in process? Someone told me that once F3 is filed I wont be able to enter USA.

Whoever told you that doesn't know what they are talking about, so I would suggest not listening to them for immigration advice.

 

You can visit, at the discretion of border officials.  As mentioned by @appleblossom, it's incumbent on you to provide proof of ties to Canada when crossing the border.
