I-130 approved but need I-824 due to USCIS mistake

Hi,

My I-130 for my family member got approved recently. In the approval notice, USCIS asked me to submit either an I-485 or an I-824 form for them to proceed.

On my I-130 I specifically fill out all 62a, 62b, and 62c part and left part 61 blank, so I clearly indicated this is a consular processing without any misunderstanding. Why I still need to fill out a I-824 and pay a fee? How can I contact USCIS for a mistake they made?

Did anyone else have the same experience?

What did you put for 62a/b/c?

They are
City: Guangzhou

Province: Guangdong

Country: China

This is the only Consulate in China that processes immigration visas.

My part 61 is totally blank as my family member is not within the US. I could not get it why I am still required to fill out I-824.

Did you use an address in China as the beneficiary's current mailing and physical address?

Yes, I did, for fields 11a to 11h. That is the address beneficiary lives in China.

I just contacted Emma live chat for this as it has to be a mistake USCIS made. I definitely don't want to pay for I-824 for a mistake they made.

Anyone has the similar experience?

Not sure if contacting Emma will work. You can also call and ask for a tier two agent.  The payment is probably a smaller issue for you than the year or more of delay.  Be assertive.
