follow-to-join spouse of sibling in a F41 case

I am a US citizen that filled a petition for my sister at my country Dominican Republic.  We wait more than 17 years for the appointment to come.  When the appointment came her husband did not want to come to USA at that time therefore I paid and completed the DS-260 for my sister and her daughter and changed the status for him to follow-to-join.  All went well and my sister and her daughter came to USA after they granted the visa.  Several months later her husband wants to proceed with the case.  I login to the CEAC account and I cannot change the status from follow-to-join so I can pay for the DS-260 and complete that step and submit the civil documents.  The payment column says "N/A" in grayed out.  The same for the submit documents.  His case status in CEAC says "Ready".  I have been searching online trying to find out how to proceed but I couldn't find an answer.  I sent an email to the embassy and I am waiting for reply.  Can somebody help me?  Thanks
