In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

If the benefeciary is a male, and if there are any "flags" in the case, it is normal for the case to go into Admin Processing.

The length of AP varies, it could be days, weeks, months, it is all at the discretion of the consulate.

 

the flags could be anything like:

-Age gap

-Previous marriage(s)

-uncleared background checks

-...

11/17/2016: Got engaged
11/28/2016: I-130 sent to Chicago IL lock box

What’s an uncleared background check? They did mention his background checks were needing to be further looked into but both stated no police contact

It could be anything, no way of knowing. It could be that one of his family members has been flagged for extra checks, or he shares a name with somebody that is of interest and they need to confirm it's not the same person, or that they just want to dig a little deeper on him. 

 

AP just takes as long as it takes unfortunately, could be a month or a year. All you can do it wait and hope it's not too much longer, best of luck.

A background check is completed by USCIS services, and it could be for any unresolved items in the beneficiary's background. 

was the beneficiary involved in previous applications or previous marriage? did anyone (a previous spouse or fiancée) file for them before

It is not that unusual to see North African country applicants go through an extensive administrative processing.  As @etrangais has mentioned, the background check will be completed.  If your partner has a name that is common or similar to other people, this also slows AP down, in addition to any of the other potential red flag items (large age gap, vast religious differences, previous applications, etc).

We have a 10 year age gap but we have child in common and 1000s of pictures (they didn’t even look at 1) he’s Muslim I’m Christian the only application he would’ve had was Korean refugee visa or something to that effect but nothing within the US

More extensive background checks are done for males from certain countries.
