My sister in law has her green card and has already filed for her US Citizenship, Can she applied to bring her son, get the process started then upgrade her status when she becomes a US citizen?

What's the process to bring a 7year old child from overseas for someone with a green card?

Yes, she can start it, she could have done that as soon as she had her green card.

 

The only difference is processing times - her child will be considered an 'immediate relative' if she's a citizen, but have a preference category with her as a green card holder. So she should get the application submitted asap (see the guide at the top of the page for more info on the process), and then once she is granted citizenship she can send proof of that to upgrade the application.

Presumably the father is OK with this? 

 

I would file and upgrade. I still favour mailing it as people seem to make a lot of mistakes when doing it on line.
