He is outside of the US right now!

You are considering committing immigration fraud.   Don't do that.

One of the first cases I came across for U4U was someone who had been living in Turkey for a long time, seemed not to be an issue.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

My wife had a B1/B2 before we met.  We did the CR-1 but she visited me during the process.  I actually think it's better since you don't have to adjust, it's cheaper, maintain ability to travel and get work authorization right away.  And you can still stay up to 6 months together in the US at a time.

He thought about U4U, but is he eligible if he wasn’t in Ukraine when the war started (he's been working and living in Dubai for the past 5 years)? Would he risk losing his B2 Visa if applying fro U4U?

1.  You can sponsor him for U4U.  I sponsored my wife's cousins who were in Canada - there was no issue.

2.  USCIS website's FAQ specifically states that getting U4U will not affect a valid B2 visa.  However, my nephew received an email from the US Embassy that issued his B2 visa in 2022, stating that his visa has been cancelled.  He entered the US on U4U last year.  We are trying to figure out why his B2 was cancelled.

The Tourist Visa route just seems like the fastest option compared to waiting for the K1 visa, and we can be together physically during the waiting process. What if he provides another legitimate reason for entering, such as attending events?

You have just created a digital trail of contemplating immigration fraud, so you've got that going for you...
