221g in the interview and no answer about approval or refusal visa

USCIS and US Department of State often does not make sense.  There are many stories of families applying for B2 visas, and one or two being denied, but the others being approved at the same consulate.  Who is to say why your friend's was different than yours as we know absolutely nothing about their case.  Whatever, it seems clear now that you will eventually need a waiver, so I would focus on doing that with a lawyer or not as more than likely the consulate will ask for it.

Here is a bit more info, if you are open to considering:

ULP is “forgiven” only for AOS in the US. It would have not barred your adjustment, had you not abandoned it by leaving before it was approved.

 

For consular process, it requires a waiver . No miracles here. 
 

You are dismissing info based on a narrow personal experience ( your friend and the nice -nice words of the CO)…guess what , they are trained to be non confrontational, evasive and in cases where on the spot approval is not warranted, hold back details on inner workings of the process. 

‘Ask your attorney to share the FAM /Foreign Affairs Manual relevant sections, for a better grasp of what you are facing.

 

 

Did I understand you traveled back to the US on visa waiver/ESTA after the denied I-485?….OUCH!!

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
