Medical exam after interview? Casablanca

Hi, my fiancée lost her passport after having her car stolen, she is ok and the guy is now in jail.  We were able to get a new passport before the interview date, however the medical examiner rescheduled the medical exam til after the interview. It was my understanding she could still go to the interview and then do the medical exam after, it says this on their website. But when she went she stated they told her and a few others that they need a medical exam first and they took down the date when her medical exam is and said they would call her after the medical

exam date to schedule a new interview ? Is this accurate? Has this happened to anyone else? thank you for any advice
