Spouse want her mother to come to US, she is pregnant

ESTA isn't relevant then, Ethiopia isn't an eligible country. 

 

She'll have to apply for a tourist visa if she wants to visit. Unless your wife is very newly pregnant, her mother isn't likely to get there before the end of the pregnancy though (even if she is granted a visa). Wait time for an interview is about 6 months.

Dude, please empower yourself with the magic of Google.  Or look at the US embassy/consulate site for the country she lives in - there will be instructions and links for applying for a B2.  It is not rocket science.
