I'm trying to wrap my head around this. The Juarez consulate specific instructions state that the following evidence is required for the interview:

Original and copy of the police certificates from all places where the applicants have lived for six months or more since
the age of 16.

My fiance has lived in two states. She currently resides in the state of Chihuahua, but previously lived in Coahuila.

Does this mean that my fiance will need to travel to Coahuila to obtain a police certificate from there (in addition to getting a local one from Juarez) or is the federal one sufficient for the Juarez Consulate requirements?

I am in the same boat. Were you able to get any better answer on this? We have the federal one (from the online process) already. But she lived in Durango before and now Tijuana. I thought it said “a police certificate from “any country” the applicant has lived more than 6 months.
