Why does the US embassy in Narobi have such a long backlog of processing spouse visas?

We got married in Feb of 2024 and applied for a spouse visa for my wife- CR1 case. She is a Kenyan citizen. She checked and it looks like the current processing time of her visa in the US embassy in Nairobi is around 3 years. Which is way longer than most other countries (even the neighboring ones).

 

Does anyone know - why does it take so long in Nairobi?

Timeline

There is never an official reason, and time lines vary, I have seen quite a few people use Henya who are not Kenyans so maybe that is hurting the processing times.

It's not the processing time of her visa, it's the wait for an interview that is longer. Other consulates (Lagos, Islamabad etc) have similar or even longer waits. 

 

It's just due to a big backlog, things have sped up this year though.

Oh it makes sense. But why was there a backlog in the first place?

Covid, when visa processing was suspended and consulates were closed.
