I received an email today that has a welcome letter attachment. We were asked to assign an agent I believe that’s the form DS 261. It has category F2B. My mom filed petition for my brother when she was still an immigrant and now she’s a US Citizen. We did send over her change recently. Just want to know anybody else has the same situation and what to expect after this welcome letter?

Just follow the instructions in the letter. It’s all laid out step by step on the NVC website. https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-1-submit-a-petition/step-2-begin-nvc-processing.html

I assume the PD isn’t current yet, so there’s still no visa available if that is the case. But you can start the process at least. 
 

And hopefully you’ll hear back soon about the category change.
