Hi everyone! We have a lot of confusion Bout the n-600k. We are currently living right now in Germany under Status of Forces Agreement. My husband is a US Army  Contractor and we recently completed the Local Adoption of my biological daughter in the Philippines.

She is in our custody since 2016 and been living also with us the entire time. We tried to call the USCIS in the US but since we dont have a US Telephone the operator said they couldnt help much more and advice us to contact the US Consulate in Germany. We tried to get in touch of them few times but they just always directing us to the website. In short, we cannot seem to have direct answers to our questions. I read that our daughter needs to have a b1-b2 visa to have the interview in the US. Does that mean we need to secure that B2 Visa first before filing the N-600K? We are trying to do the application online but then they are asking to upload the i-94?

Does that mean we need to secure that B2 Visa first before filing the N-600K? - I don't think so. Sometimes the interview appointment letter for the N600K makes it really easy for the B2 visa to be issued.

 

We are trying to do the application online but then they are asking to upload the i-94? - I don't think it's a hard requirement for submission. It's a hard requirement for the approval of citizenship at the interview though since entering the US is a requirement for citizenship to be approved. If I were you, I will draft a small note saying child is applying from abroad and will be entering the US to attend the interview after getting a B visa so you'll be happy to provide it at the interview and upload the note instead.

No.  You can file the N600k any time you are ready.  She needs to be able to travel to the USA for the interview.  Should be no problem getting a visa to do that, when the time comes.  Depending on her citizenship, she might not need a visa at all, just ESTA.
