Timeline

File I Form I-129F and list 12 year old daughter as your fiance's Family. they will come together as K-1 and K-2 visa.  FYI, you can still have wedding reception like a typical wedding in Vietnam, If you like, as long as you are not leaglly married in Vietnam, you will qualify to file FormI-129F.

This can be a risk if immigration sees photos or other evidence of the reception and decides to label them as "too married for K1"

I would wait, get married here and then go back for a reception in Vietnam.

I wouldn't recommend this.

The engagement ceremony, "Le Dinh Hon" does not cause any issues as far as the consulate in Ho Chi Minh City is concerned, speaking specifically about Vietnam.  I would go so far as to say that NOT having it would draw more questions than having it.  It is a well known custom there, so no, you do not appear to be "too married" as it is not a wedding.  I used many photos of ours as proof of relationship, as did a friend of mine and both our (now) spouses passed the interview with no issues and are here in the US.

That post refers to a wedding reception, not an engagement ceremony. Sounds like two different things.

 

I'll defer to you on the engagement ceremony since you have HCM City specific knowledge, but I would still be hesitant to do it..

I am original from Vietnam, I done I-129f case like this before from Vietnam.  Ho Chi Minh Consulate officer knows the custom and culture here, so it works for me.  Many people done this so they will not have to come back for another trip.  I am only speaking exclusively for Vietnam cases, not other part of the world.  Of course, you can always choose the safe route if you have any concerns.
