Visa denied, told to apply "in the future"

If you read first post you will understand. I'm asking what do they mean by future has anyone had such case maybe, I suspect they mean never.

I’ve read it. I don’t understand why you wouldn’t just apply so that you know for sure what the situation is, rather than this endless guessing game. 
 

If you don’t know, then none of us can possibly guess. So as you’ve been told, just apply and see what happens. Then you can work out your next step from there, if needed.

I said that I applied and they told me they can't give me visa and told to "apply in the future" but it was 9 years ago since my visa was revoked, I was at consulate this year.

There is nothing else anyone here can predict.  Reapply when you want, but understand that you might never get another visa.  Maybe time will help, maybe not.  No one here knows what was noted on your file, and the consulate does not have to disclose it.  

The only certain thing is that if you do not apply, you will not know.
