Is joint sponsorship possible if my petitioner does not want to move to the US for financial sponsorship.

Bit of context: I'm 18 and a child of a US citizen who left before 14

I know for I-130 it can be filed anywhere but for the affidavit of support later during NVC processing,  I require a financial sponsor who is living in the United States. The issue is my parent does not want to move back to the US (She only got her citizenship via her birth certificate) for political and personal beliefs, is it possible to get a joint sponsor for I864 as I know some family members living in the United States who are citizens/LPRs?

Typically the petitioner for a family based or family reunification visa has to show plans they intend to live in the U.S.  What visa class are you trying for?  Do you have other qualifying relatives that can petition for you living in the U.S.?

I am trying for an immediate relative visa class for child of citizen, for financial sponsorship I do have other qualifying relatives who can financially sponsor me.

The petitioner is always the primary sponsor whether they live in the US or not. Your mom will have to fill I-864 plus that of the joint sponsor. Hopefully, your mom has been filing her taxes as a USC. Also, I-130 greencard is for family reunification inside the US with the petitioner so if petitioner doesn't want to move back to the US I'm not sure how that helps your case. Also, petitioner will have to enter the US at the same time or ahead of the beneficiary so if mom does not want to come back, again I'm not sure how that helps you.

So for an IR2 visa with the petitioner living overseas, the consulate will expect to see a plan for the petitioner to repatriate back to the U.S. with the eventual beneficiary.  This is more common for an IR1 spousal visa, but it applies for an IR2 as well.

Can any of those relatives petition you instead of your parent? It would take longer but as said above, if she doesn't want to move to the US but you do then you'll need to look at other options.
