NVC prefers a person with a US address as an agent. That's what we did, to prevent delays since our postal system here in the Philippines, is really slow and not that secured. My hubby will be sending the papers that I (beneficiary) need to fill up thru Fedex or LBC.

I'm sure that NVC couldn't care less who is chosen as the agent since any problem arising from a poor choice of agent will be blamed squarely on that choice. That said, however, it is in the applicant's best interest to choose an agent that can respond to any of the NVC's queries as swiftly as possible. Normally, this is someone who is residing in the US, i.e., typically it is the sponsor. It is conceivable, however, that there may be exceptional circumstances where this is not the best choice. But, without detailed information, the question who is the 'best' person cannot be answered conclusively.
