If the mother wanted to live in the USA the daughter would just put in a petition for the mother, but she just wants to visit the daughter in the USA, thus a Tourist Visa.

 

Being old is an automatic tie to her home country.

I know that the mother just wants to visit and that yes, her daughter can petition for an immigrant visa if she wanted her to move.

It’s not us she has to convince of that-  it’s the CO.

Consular officers are by law required to evaluate each visitor visa applicants in terms of potential to immigrate.   This is why ties to home are important.

 I have never claimed that connections are unimportant. What I stated is that I have known individuals who lacked connections and were able to succeed, while others with connections faced multiple rejections. That is the essence of my point.

It literally isn't luck. She has to prove that she has very strong ties to home, if not she won't get a visa. Period. Luck has nothing to do with any of it.

My wife did the whole thing for her mother from the USA, her mom lives in Philippines.

Kids can easily assist by filling out the form .. but they cant “apply for” anything for someone else. 
 

Once again, careful correct use of words will help members  understand  this often complex process.

It appears that he was attempting to convey that I am able to complete and sign the application, as it is processed electronically. However, my mother will be the one to attend her interview.
 

 

According to the information I found on the website, it is permissible for someone to assist in filling out the application. Nevertheless, the person attending the interview is required to provide their signature.
