Wife sponsored a sibling back in 2016~2017.  I know the actual case can take 15-20 years, but should we expect anything beyond the NOA1 at this point?

Nope, other than the I-130 approval. Nothing else will happen until the sibling becomes eligible to apply for a visa. 
 

Maybe another 15 years or so to go as a rough guess? Just keep an eye on the Visa Bulletin occasionally.

I have the same question as the OP.

Applied for sibling in 2017 and received a receipt notice. Then nothing. No I130 approval. I assumed there’d be no communication until the 15 or so years were up. But reading about I130 approvals on here, I submitted an online inquiry. Two weeks later I got an automated reply stating that they’re looking in to it. That was about 3 months ago.

You’ll get the I-130 approval at some point. If your sibling has kids you want it to take as long as possible.

When does the I-130 approval usually arrive for F4 cases?

 

Why is the longer timeframe better?

Children of the beneficiary can deduct the time the I 130 takes to process from their real ages and may therefore be included.

No set processing time, it varies hugely. 
 

As said above, the longer it takes, the less chance any child beneficiaries age out.
