Civil Documents showing n/a

Hello, as I am filling out the DS260 form, I see N/a under civil documents section. I have the documents ready but do not see option to upload it on DS260 form. The form is asking me to confirm, review and sign and submit. I am not sure if i want to submit the form without uploading the civil documents. Any suggestions?---THANK you so much in advance.

Is one step at a time. Complete the DS260 first

As above, it's one step at a time. 

 

It's in the instructions - https://travel.state.gov/content/dam/visas/PDF-other/Uploading to CEAC-instrucions.pdf

 

"You will not be able to upload any civil documents for a visa applicant until he/she has submitted the immigrant visa
application. It will say N/A (not applicable) in the Civil Documents column until the Form DS-260 immigrant visa
application is completed on CEAC."
