My fiancée from Philippines is currently pregnant and our NVC case is ready but she haven't submitted DS-160 yet and haven't scheduled interview and medical. Our NOA 2 will expire November 2024. She wanna give birth in the Philippines, her due date is December 2nd week. What step should be done? Is it possible to delay the processing? And what will be the step she should do? Or any advice what to do with this case?

Unlike I-130s, approved I-129fs are valid for only 4 months.  The only remedy is if the consulate agrees to extend the validity.  Although there is no guarantee they will do so, they have the discretion to extend approved I-129fs in 4 month increments up to a year.   Of course a USEM backlog helps you.

Will the child be a USC?

In most cases on here the child will be a USC so you file a CRBA and they travel on their US Passport.
