How is the timeline recently for tourist visa? Has it change? is it still hard to get the tourist visa? 

My sister lives in the Philippines, unmarried and just started working in a call center,  has no strong ties and no savings. I was wondering if she can still get the tourist visa. Considering there are millions of illegal immigrants now just crossing the border.

Now if you are a young female applying for a K1 in Manilla, super easy, downside is the B's are difficult. So many have not returned.

Has nothing to do with “millions of illegal immigrants crossing the border” and more to do with the behavior of others from your country, deciding not to go back.

To be fair I can see the confusion, if you can turn up at the Border and walk in why do they make such a fuss about issuing visitor visas?

Mod Hat Off-  @PinayAfam, your sister can apply for a tourist visa, but she cannot enter the US as a visitor with the intent to stay and adjust status.  That would be visa fraud.

I just applied and got the biometrics for Tuesday October 8th and interview November 4th so less then 30 days now

That is just the projected time, and it is good if it gets faster.
