Greencard holder’s baby born in Philippines

Hi. My sister is a permanent resident currently in the Philippines. She recently gave birth, and her child is now 1 year old. She is planning to return to the United States this month with her child. Her itinerary includes a connecting flight from MNL to TPE, then TPE to the U.S. Do you think there will be any issues with immigration in the Philippines? We've read a lot online, and it seems there shouldn't be any problems in the United States, but we're concerned that Philippine immigration might not allow her to travel with the child.

Exceptions
Child born abroad to lawful permanent resident may be boarded if the child was born during the temporary visit abroad of a mother who is a lawful permanent resident alien, or a national, of the United States. However, the child’s application for admission to the United States must be made within two years of birth and the child is accompanied by the parent who is applying for readmission as a permanent resident upon the first return of the parent to the United States after the birth of the child.

Is this her first visit to the US since her child was born? If so, she should expect to be questioned upon entry about why she was out of the US for so long and how she's maintained her LPR status - so make sure she takes plenty of proof of ties to the US, tax returns filed, bills being paid, an address being maintained there, etc.

I went through something similar, different route though. Take all evidence with you to the airport and go in early. The check-in agent will most likely have no clue about this situation and will need further clarification.

In my case, a US homeland security agent had to come to the check-in counter to complete the check-in. The airline said while we understand that the baby technically can get visa on arrival, but we can't check her in without a Visa number or Green card number or ESTA. 

Otherwise, It wasn't too bad, but we did go to secondary inspection in the US and waited 2+ hours for our daughter to clear. Take copies of birth certificates and passport pictures of the baby, they'll ask for them in the US Point of entry

was the baby able to board the plane without the visa? We are worried PH immigration might refuse to board the child.

Yes, but only after the Homeland security agent cleared us. She checked both parents green card, baby's birth certificate and she spoke directly with airline manager to clear the baby. This was at Heathrow, so I'm not sure which airports have a Homeland Security Officer on standby for stuff like that.
