The instructions are downloaded the same place you download the form.  It's the adjacent link.  Note also, that the I-130 is used for not only visas, and not only spouses.  It's for any qualifying relative.  This is a do it yourself site.  The "doing" includes the homework also done by "self".

We have uploaded the form I-824 on the USCIS website this morning and we just got a notification it switched from "Actively Reviewed" (from yesterday) to "Case approved" and it also indicates "Case Closed" on it.
 

Does it mean they forwarded the petition to the NVC
 

 

(FYI: We have also mailed the form  but that will only get delivered next week)

You can not file the I 824 on line.

Unfortunately I doubt it. Our case was approved on the 27th but didn’t change status to approved until the 30th. I imagine your delay was the same.
 

The I-824 will only start processing when they receive the form at the relevant service centre it’s forwarded to (pray for California)!

It would have been too good to be true lol I will pray hard! Our K1 (years ago) and I-130 have both been processed in Cali, hopefully it continues

The letter only took 2 weeks to come. Hopefully other good news will come soon

Just the receipt! Estimate for California is 5.5 months at the moment but we’re going to try to expedite it if we can. Best of luck!

We’re not sure if they qualify but we’re going to try anyway! Worse that happens if they say no and we just wait.
