I've seen this claim mentioned several times recently.  CFO can ask for anything, but a petitioner police report would be extremely rare.  I would not go through the effort to obtain one.  I have been in touch with several people that have gone through CFO recently and it was not requested.  I have never seen anything from a person that actually had to present a petitioner police report at CFO, only some from people that say "somebody said we need one."  I would categorize it as a Philippine rumor.

I've heard of that request a handful of times during the rona era when CFO somehow had themselves involved in even tourist travel.  They reserve that requirement for people they decide to give a really hard time.  Like if you p' them off or if they decided they are suspicious about some guy for whatever reason.  I haven't heard of any examples recently and even when they did ask it was rare.  Pretty much a non issue.
