Start I-130 for someone on UK BNO Visa?

I'm a US Citizen. I have a brother that used to live in HK, but recently made the move to the UK via his BNO Visa. He needs to wait another year in order to apply for a British Citizenship. In the mean time, I wanted to file a petition to have him and his wife immigrate to the USA. The end result will have them both on a dual citizenship of UK and US, and living in the US.

 

My question is, does filing the I-130 now affect my brother's (and his wife's) British Citizenship process in any negative way? I want to start the process now, as I know it will take a long time for the petition to go through (10+ years I believe?).

More than 20 years, probably.  F4 Cases submitted on 1 August 2007 are just now obtaining visa numbers.  It appears to have moved about 3 months over the last year.  I would file as soon as possible.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

That's what I want to do, but I'm wondering if it will affect his British citizenship process in any negative way. Will they know he's also trying to get a US citizenship/residency?

I don't think it will affect his British citizenship process.  Any US immigration uber an F4 visa is far, far down the road.

Will take far longer than 10 years.

This is a question to a British immigration lawyer. But it shouldn't in theory.
