I-130 Interview rejected due to Intent to domicile in the US (split)

Our is cousin marriage and it's illegal in Texas so we have to move to another state and proof the domicile there. I am currently high risk pregnant and can travel alone. My Husband got 221g.

I was wondering how do I submit documents from Karachi Pakistan? Or do we upload documents online and wait for the embassy to ask for my husband's Passport? 
any help would be greatly appreciated.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Until you move, and the consulate is satisfied that you have actually moved to another state, he won’t be getting an immigrant visa.   You may want to consider moving back to Pakistan.

They asked me about this at the NVC level.  I had sent them 4 of the 5 documents they said they accepted for proof of domicile.  I think they didn't even bother to look.  I sent them the 5th type of document with a note saying they got 4 from before, anyone of which work and now they have all 5.    I think they are VERY busy and confuse cases as they go through them.  I have owned my house for 20 years as well. 

I got 19 approval notices for my I-130 before I had submitted all the docs they requested at that level.  I think there was a glitch in the matrix at that level.  It an overwhelmed system.

Don't worry, you can always count on them to....?

Yeah, unless you’re is also a marriage to a first cousin which is illegal in the intended state of residence, it’s  not really relevant.

Timeline

You will have to move and be there the required time to claim that you are a resident of the state. You can Google that information. Also with your pregnancy how are you going to look for somewhere to live, move, find new doctors and have a baby
