I think what I'll do is at least generate some mail in their name, or use old mail from consulate and whatever random thing showed up, and add a document stating they've resided in my care and I've unfortunately handled all billing independently. If that doesn't satisfy the interviewing officer and they do need a state ID before being naturalized, we'll re-evaluate the effort.

just an update for anyone else looking for answers. 

 

Thank you for all the advice. 

Throughout the process, we did not see any request for a state ID or any other forms of ID except for their GC and passport. We did not attempt another visit to the state office for an ID. 

They completed their N-400 interview and were only asked to present their GC, passport, and interview letter. Nothing else was requested and they have been approved.
