If the DS-160 has already been submitted, is it an issue if the visa applicant arrives in another city than the one given on the DS-160? 

 

e.g. DS-160 says she'd arrive in Atlanta but she arrives in Dallas instead.

The visa holder can enter the US at any POE.  Flights change all the time.  There is no requirement to enter at a specific POE.

In the visa application the beneficiary states where they will live in the USA, not where they will enter the USA. It does not matter.

In the DS-160 it does have a spot for the "arrival city" though.

with how unpredictable flying can be (especially lately), whatever you put for the arrival city really isn't a big deal

The form I completed in April did not. It had blanks for the intended date of arrival (which obviously can change based on when the visa is issued) and the address the beneficiary will be staying in the U.S. (which will be a residential address, presumably the petitioner's home address, rather than an arrival airport). So we can help better, do you mind pointing us to the spot in question?
