Passport and Travel Document Numbers

Hello, can anyone help? I am in the process of filling out the I-129F form and I’ve come across an issue. On the form it asks “If your beneficiary is currently in the United States, complete Item Numbers 38.a. - 38.h.”  
Which I’d assume would be left blank since my finance is back in Ireland. However, in the instructions is states “If your beneficiary used a passport or travel document to travel to the United States, enter the passport or travel document information in the appropriate space on the petition, even if the passport or travel document is currently expired.”

So my question is do I enter the info in items 38.a. - 38.h. even though my fiancé is not currently in the US?

I was in the same boat. I put N/A in every blank except the passport number, expiration date, and the issuing country (on the next page, not pictured in your post). I also included a copy of the digital I-94 in our packet to show the visits we've had. 

 

I don't know if that is the right way - but we had no issues at the petition stage.

This is the correct answer. The instructions tell you to skip the questions.
