Health Insurance for my mom (59yo)

Hello all! I am so thankful for this group.

I am filing for my mom's GC. She is 58. She will not be working as she is helping me with my child. I have everything in order (I think) except HEALTH INSURANCE! I intend to ask my employer whether they will let me add her but I believe that is unlikely and also requires a lot of other prerequisites -- she may also need to be a dependent and at this stage, I have no idea whether she will qualify as my dependent ...

 

So that being said, what are the options for my 59 year old mom? Does she qualify for ACA? Do I get her insurance through the marketplace? If so, do any of you have experience with any specific insurers? And estimated cost?

I assume the plan is for her to stay here full time,

 

Currently the only likely option is O Care, what the future brings I do not know.

More than likely your options reside in either - buying a policy for her outright, or enrolling her in the ACA (Obamacare). You can expect the cost to be steep. If she does start to work of course at any time she can go on an employer's plan if they offer it. At some point I'd also encourage you to look through this thread (and there is a second useful thread linked aswell) about obtaining insurance for elder parents, as it can start to get tricky as they age. There may be some advice that could be useful there.

You can hire your mom and pay her on the books. You can use a payroll services provided by care.com or some other system. Make sure she earns 40 qualifying quarters needed to get Medicare. This approach does not solve your immediate issue, but think about long term solutions. 

Also, after she becomes a US Citizen or LPR for five years the state options through Medicaid may be available. Rules vary depending on state. I hear California is most beneficial for new LPR as far as providing healthcare.

Although some states might allow Medicaid, probably private pay plan until she has a Green Card.  Then she will qualify for Obama Care.  Mom will not be eligible for Medicare until she is 65 and either has been a Green Card holder for 5 years or is a US citizen.  At that point, since she will not have been working for 10 years, she will have to buy into Medicare Parts A&B. 

If she marries a US citizen, things will be different regarding Social Security benefits (age 62) and Medicare (age 65).

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Issue with medicaid is its based on household income/if the petition qualifies for immigration benefits,  ur household income is too high for medicaid /she, herself would qualify but they count total household income

I am pretty sure I don’t qualify for anything. And my mom will be living with me. Does that mean she will not receive Medicare benefits once she reaches 65? Suppose I hired her as a live in nanny and paid her for her services - could she pay into social security that way?

Yes, if you and she are paying payroll taxes she could eventually qualify for social security and medicare. She would need to work for 10 years (40 quarters) to qualify. It looks like she could buy into Medicare if she doesn’t reach the full 40 quarters.
