Philippines - Is it necessary to register the marriage or does a marriage certificate suffice?

When filing a petition, is it enough to submit the solemnized marriage certificate or does the marriage also have to be registered at the Civil Registry Office when none of the parties are Filipino?

If the marriage was solemnized in the Philippines, you will need the PSA Marriage Certificate to file with the I-130.  The first one you get would be from the local Civil Registry.  Anything before that is just a souvenir.
