I think this may be the reason for the denial. My wife was a 24 year overstay and we were approved {her befor Me} with no issues.

Is the appeal less than 100?

At worst, you can file for a whole new Global Entry application for another 100 or 120 (after 10/24)  and use that opportunity to add more information about the package or the delayed filing for the AOS?

Did she admit to that in the AOS filing and Global entry filing? Mine is a few months between K1 and AOS. But I'll apply for Global Entry later. Wondering if admitting to a few months overstay would be reason for rejection?

Yes with the AOS Filing. Didnt have to bring it up for global entry as it asks "Have you ever been found in violation of immigration laws?" : She was never found in violation of immigration laws 

I think it may be the package as it also asks:Have you ever been found in violation of customs laws? and that package may have been confiscated and noted on her file.

But isn't overstay a violation? Wouldn't you have to say yes to it in the Global Entry application? Or is it only if you're "found"?

USCIS never had a hearing on her overstay as it is forgiven on a spousal AOS. So there was no determination made and she was not found in violation. You need to be charged with crime to be found guilty.
