If u file for IR2 do you get a permanent resident card

My son came here with Ir2 visa.  I filed for n600 for my son few months ago..I submitted everything online.they didnt ask me for permanent resident card.but  yesterday they informed me that I need the permanent card.we don't have one..he's been here for almost a year..he's 18 now.

He came here before he turned 18.

Why doesn't he have a GC? Did you pay immigrant fee for him to receive green card after entry?

 

Does he have endorsed immigrant visa in his passport? Is it still valid?

 

Why do you think he's a citizen, did you naturalize or something else?

IR2 indicates the petitioner is a USC or it would be a different visa category. If that's the case, he wouldn't have needed to pay for GC issuance fee and instead get the passport and then do the N600 paperwork.
