Am I required to notify NVC of my permanent address change after getting DQ'd?

When we started the marriage green card application, we were residing in Italy. My wife is a German citizen. We moved to Germany after we were DQ'd, with our application sent to the Naples embassy. She established her residency in Germany recently. Are we required to request for our interview transfer from Italy to Germany? If we are not, we would like to not do so. Thank you!

Who is the beneficiary ? If it is your wife and she now has German residency, then you must wait until the case is sent to the Naples  consulate then contact them to request it be moved over to Germany Consular    
 

If you are both resident overseas, do you have v what is required to meet the sponsorship and US domicile requirements?

My wife is the beneficiary. I believe the case was already sent to the Naples consulate since I was DQ'd (let me know if that's not how it works). 

 

Do you think we have to request it to be moved to a german consular? If we do not have to, we would like to keep it in Italy to avoid confusion and possible delays.

Cases are not sent to a consulate until they reach the top of the queue and after an interview date has been assigned.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You can ask NVC to move the interview to Germany right now.  That would be the most efficient way, but it would move the case to a new queue.  Once the interview date has been set for Italy, total control moves to that consulate.  I don't see any issue leaving it where it is now.

Normally, I would think that, too.  But a few months ago, I saw something on an embassy website indicating it was OK to shop around (I haven't found it yet).  Maybe the OP should contact the consulate in Italy and ask if they will still conduct the interview (assuming that is where the OP wants the interview to be conducted)?  Your thoughts?

If you want the interview in Naples, do nothing.  If you want it in Frankfort, contact NVC now.

Correct.  Once the case is assigned there, you retain the option to interview there.  However, at or just before the interview, you'll need to provide an address to send the passport and visa.  That address must be for a place you can get to without the passport in hand.  To my knowledge, no passport is required to travel between Italy and Germany.
