expedited and applay from another embassy Please Guide

Hello

I need your Guide

One of my friend is Old and he don't know about this , so he told me ask about this

Her daughter live in the usa and she is under treatment psychologist and His father want to see is but the nearest Appointment time is for about next 1 year , So his father want to apply for expedited for faster appointment

But the question is , If the embassy not accept his expedited then can he apply for another Neighboring country ? because Neighboring country have sooner appointment

For example can he make another DS 160 for another embassy in another country ?

Generally not, unless you are a citizen or permanent resident of neighboring country.  You can't "consulate shop."

 

And unless it is a dire, life and death situation, you can't expedite because you don't like the wait time.
