Hatian girlfriend living in Dominican Republic

Hello my Haitian girlfriend is living in the Dominican republic.  She was born in the Dominican republic and has a birth certificate that says foreigner.  She does not have a passport.  Will I be able to file a K1 visa?  She also has some fear that if we go to get her passport from the hatian embassy in Dominican repbulic she will be deported or something bad will happen.  Does anyone have recent experience with a similar situation?  Thank you so much for your help.

Why would she be deported?

apparently, they are driving around and picking up large groups of Haitians and deporting them....do you have experience or knowledge on attaining a Haitian passport in Dominican republic?

She absolutely needs a passport if she wants a US visa.
