DCF for International Organization Employee?

I am an American-Canadian employee of the United Nations. For nearly 3 years, I have been stationed in Beirut, Lebanon. My wife is a Canadian citizen with no US status. 

 

I might be accepting a position at headquarters in New York City soon, but I really hesitate on this due to the long timelines of applying for a Green Card. 

 

I was recently reading about Direct Consular Filing -- is this actually a possibility? Does anyone know if this can be done in Beirut? 

 

Can this be done pre-emptively, or must it wait until I actually have an offer in hand?

It can only be done with evidence and documents in hand .. it is then up to the Consulate to accept or reject .  Do not file the I 130 direct to USCIS ahead of any DCF application.   If the I 130 is already filed then no DCF is possible. You would have a steering case for DCF

Thanks! Right now this is still a little hypothetical, but so no application has been filed yet. That is great news that this might be a possibility -- I will write to the Embassy here to see if they can offer any guidance.
