Reporting the child of US citizen born abroad

Good day! My US citizen son has a child (1 yr and 7 month) in the Philippines and he wants to report to the US Consulate in Cebu City, Philippines, ( Not in Manila US Embassy) so she can become a US citizen as well. Does he need to apply eCRBA online or just bring the application and documents in person during the interview? Please share those who have experience on this. Appreciate your help! Thank you.

I did the process via paperwork and sent it all to the Embassy. I see there is an online option now. Just be sure to have him look over ALL requirements and forms needed to complete the process. I am sure that any application will have to be approved, then an interview scheduled. 

Just be aware that all US Passports are printed in the US and then shipped to the applicant and this may take a few weeks after the approval interview.
