Children born outside America

For months now after I have went to US embassy, have trying many attempts to fill DS-11 form online for my twins  children all abortive. Later I should downloaded PDF filler and I was stranded of where to upload the document. 

More likely of it, On the SSN field area, I got confused of SSN i should use since my children was not born in the USA but their father is a citizen of USA. Considering if I should use their father SSN for them or I should omit the field area. 

I will kindly need  forum candid advice on this issues.

On what basis is the for applying for  a passport ? 
 

Are you a USC? 
As they weren’t born in the US,  has the USC parent filed for CRBA for the children? 
Does the  usc parent meet the criteria for passing on citizenship to the children? 
 

We really need more info.

Timeline

Do the children have a CRBA (consular report of birth abroad). This is the first step as this establishes they are US citizens. 

Leave the social security number blank unless the CHILD has a social security number under their name.

The USC parent needs to file for their CRBAs.
