Yes, but the applicant doesn’t need to wait in the US whilst it’s processed. They can leave once biometrics are done. 
 

And it seems to be the only option if the husband and wife want to wait the waiver out together.

As above, it doesn’t sound like you have a valid reason for an expedite.

But can you see how this would be a very low priority for USCIS, who is inundated with both serious and frivolous expedite cases?  There is no emergency here.

Your first post says 30 calendar days, it hasn’t been that yet from what you’ve said?

The USCIS Contact Center has a response time goal of 10 days based on your issue. There is no need to contact us again regarding this inquiry and will respond to your inquiry as soon as we are able.

Yes, but it's a goal of 10 days for those that are eligible for expedites. It doesn't seem that you are as there is no hardship to a USC so no grounds for an expedite. If they respond (they may not, as it's nothing to do with a USC), then it wouldn't be quick as you'll be in the queue behind those who are eligible for an expedite and who need urgent action taking on their case. 

 

But all you can do is wait and see if they do respond, and if you somehow get lucky and they grant it. But personally I'd be looking at a Plan B i.e. reentry permit.

I agree that it seems an odd case for an expedite, however I have seen some weird approvals so who knows?

 

How long it will take, like anything who knows, last time I had any data it seemed to be about 30 days but that was an average and times change.
