Can I still get married and qualify?

I’ve been living here for 20 years and unofficially married for 16 years, we did have a wedding but never registered with a state of IL due to luck of unexpired documents on my side, my civil wife is US citizen for 20 years. We have 4 kids all born here and my name is on all birth certificates. 
Will I qualify for this new law?

Actually, there is no new law.  This was an executive order from a sitting President....which can be challenged in court, overturned by Congress, or reversed by a new POTUS.  I'm not sure how this will end.  I think there are still unanswered questions about qualifications and how to apply.

If you do marry there is the I 130 and I 601a route or PIP if your children join the Military.

To get married I needed a valid ID which I didn’t have, passport expired long ago and consulate wouldn’t renew it unless you go back to Ukraine. 2 years ago I found

out that they start extending expired passports without living the country so I applied and got mine few month ago. We did plan to get officially married, and go on the proper honeymoon which we never did, but it wasn’t a priority at all, after living together for 20 years you kind of forget about the fact that it’s not official.

How did you originally enter the US?  If you came into the US legally 20 years ago, just get married and concurrently file an I-130 and an I-485.  The law already allows you to apply for a Green Card... if you entered legally...even 20 years ago.

No, even when this new EO starts being valid the cutoff for marriage is June 17, 2024 plus the other requirements of being here for over 10 years etc.
