Seems like no reason to jump thru hoops for that, too easy to just get passport in maiden name once you decide to get dual citizenship from Philippines, you will find about that later in your journey.

I like to educate people, for some reason the name change and ROM is pushed from the Philippines government, It is more of a money grab, just like paying extra for CFO and making Philippines citizens pay to exit the country.

 

I have seen the way the ROM information is worded and it's clear it real purpose.

Brides taking their husbands surname is a pretty widespread practice in multiple cultures and countries across the world.  It's hardly a Philippines government conspiracy.  I suspect that most filipina brides want to take their husband's surname and the few that don't want to, don't have to.  The Philippine Government charges $25 for the ROM and P950 for a new passport.  OTOH, the US Government charges $415 to change the name on a Green Card once it's been issued.  Which of the two government is the more financially predatory?

  • October 26, 2021 POE arrival at LAX
  • November 02, 2021 Social Security Cards arrive in mail
  • January 31, 2022: USCIS Status changed to "Card Is Being Produced"
  • February 04, 2022: USCIS Status changed to "Card Was Mailed To Me"
  • February 07, 2022: Green cards received.

Timeline

I'm dreading filing the ROM, just for the sheer volume of paperwork I have to send.  Original plus 4 copies...  just my divorce decree plus 4 copies is 270 pages.  By the time I add the rest of the originals plus 4 copies, I'll be well over 300 pages.

We didn't have multiple pages divorce decree. So our ROM paperwork is not too bad with the LA Philippines Consulate. It took us about 6 months to receive it after sending in the application.

Same, I always just my divorce certificate, not the very large divorce decree.  The certificate is only 1 page. This was fine for the K-1 and embassy interview as well.

Timeline

Texas only offers a divorce "verification letter" as an alternative to a full decree.  It also specifically says the "letter" should not be used in place of a decree for legal matters.  Maybe somebody from Texas will pop in and say they used the letter for ROM.  Otherwise, I will be sending the full decree.

A recorded divorce doesn't mean the divorce is absolute and final.  The absolute divorce certificate in my State does certify that the recorded divorce is absolute and final. Hence it can be used as a substitue for a divorce decree.  If your Texas divorce verification letter doesn't specify this, then it most likely would not be accepted.  But generally, this is all a function of State laws.

My gut feeling is that the requirement for any divorce decree is some kind of mistranslation that somehow got incorporated into some consulates web pages more recently.  When we did ours, it was the Philippine Embassy in Mexico City (they have consular jurisdiction over Costa Rica).  Their requirement at the time was for a divorce decree only if civil status was not listed anywhere on the marriage certificate.   If the marriage certificate said civil status divorced, that was good.  I never sent anything.  I'd be tempted to skip it and see what happens.  But if ever a bureaucrat asks me for a mountain of paperwork that just requires me to hit "print".  I am happy to bury them in all the paper they requested.  

 

There is some twisted Philippine government logic to the 4 or 5 copies requirement.  I think it's something like original documents and a certified stamped original ROM go back to you, one copy stays with the consulate, one copy goes to DFA in Manila and one copy goes to PSA. (plus possibly one mystory copy, just in case)
