Hello,

Please see the photo attached; there is no option for me to upload any civil document for my parents (IR5); it says not applicable (N/A).

Is this normal? Don't they need at least a police certificate and other civil documents from her home country?

Or, for IR5, civil documents are not required at the NVC stage.

Please advise. Thank you in advance.

They definitely need civil docs uploaded, but you may well need to do the DS-260 before that becomes available to you, that's the next step. https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-5-collect-financial-evidence-and-other-supporting-documents/step-6-complete-online-visa-application.html

When did you pay the fee?

OK, so definitely that will have cleared by now (I don't think the DS-260 would be available to you until they have anyway). But you need to do the DS-260 next, then the civil docs option should 'unlock' for you.

Good luck.
